Our Humble Beginnings

We were “born” in Austin, Texas!

There, while serving with the Austin Police Department, Jermaine was forced to vehemently defend against the false administrative allegations that Jermaine’s chain-of-command brought against him. Jermaine was ultimately cleared! But, the position which the Austin Police Department (then headed by Chief Art Acevedo who is now the Chief of the Houston Police Department–took in response to the January 1, 2012 arrest of Mr. Antonio Buehler, a West Point graduate and former U.S. Army Ranger, was contrary to the position that it had subsequently taken with regard to the allegations against Jermaine. Jermaine began researching Mr. Buehler’s criminal and civil cases and eventually reached out to Mr. Buehler, even inviting Mr. Buehler to his hearing before a independent hearing examiner (arbitrator) where Mr. Buehler could listen to the Austin Police Department’s conflicting positions.

Jermaine was terminated from the Austin Police Department after Jermaine filed complaints regarding the unlawful employment discrimination and the retaliatory withholding of his wages, used the Texas Public Information Act in order to gather the necessary records and evidence that would eventually clear Jermaine’s good name of the alleged misconduct and prove that his complaints of discrimination were valid, and after Jermaine had informed his chain-of-command that he had received a “defense subpoena” to testify at Mr. Buehler’s criminal trial. Shortly after his termination, the U.S. Equal Employment Opportunity Commission issued a cause determination letter finding that the Austin Police Department did discriminate against Jermaine.

Notwithstanding the prosecution’s objections–as well as those of the Austin Police Department–the trial court determined that Jermaine is an expert in police practices and proceedures, free speech, and arrest, search and seizure, allowing Jermaine to offer opinion-based testimony before the jurors in Mr. Buehler’s case.

Jermaine’s competence was further tested when the prosecution attempted to discredit Jermaine with the testimony of an instructor, Raul Carillo, from the Austin Police Department’s training academy. However, that decision back-fired when Ofc. Carillo’s testimony only served to further support Jermaine’s earlier testimony.

Those jurors had to answer one central question: Did an Austin police officer give Mr. Buehler a lawful order when he told Mr. Buehler to put his hands behind his back after Mr. Buehler was shouting questions and attempting to take pictures of officers arresting a woman? The jury appropropriately determined that the officer had not issued a lawful order and aquitted Mr. Buehler. 

Many defense attorneys and civil rights attorneys began reaching out to Jermaine to have him review and consult their clients’ cases. After Jermaine consulted a Driving While Intoxicated case against the client of one particular attorney (which also involved a forced blood-draw pursuant to a “blood search warrant”), the attorney suggested that Jermaine become a private investigator.

That experience really inspired Jermaine to do and make something that he could be proud of in a world and at a time when he was feeling defeated.

Jermaine A. Hopkins is a veteran of the United States Army and the United States AirForce. Jermaine is a recipient of the Purple Heart due to injuries that he sustained on October 12, 2005 while he was deployed to Baghdad, Iraq in support of Operation Iraqi Freedom.

Jermaine is a licensed Private Investigator and Registered Process Server who possesses more than fourteen years of law enforcement experience, coupled with thousands of hours of training, that make him uniquely qualified to provide the vast array of services required of an investigative firm in today’s environment. Jermaine conducts prompt, effective, thorough and confidential private investigations throughout Northern California, including but not limited to the greater San Francisco Bay Area and Solano, Sacramento, and Humboldt Counties.

All of the cases in which Jermaine has served as an expert witness and as a consulting expert have resulted in either an acquittal, a mistrials, or a dismissal.

In August 2000, Jermaine attended U.S. Army Basic Combat Training and Advanced Individual Training at the United States Army Military Police School (USAMPS) at Ft. Leonard Wood, Missouri. Upon graduating from USAMPS, Jermaine was stationed at the United States Army Garrison at Yongsan (Seoul, Republic of Korea) where Jermaine was assigned to the 8th Military Police Brigade. One year later, Jermaine attended the United States Air Force Traffic Management and Accident Investigation School at Lackland Air Force Base (San Antonio, Texas) while enroute to Fort Hood, Texas where Jermaine was assigned to the 89th Military Police Brigade.

Jermaine previously served with the Austin Police Department (APD) from 2009 to 2014, a municipal law enforcement agency of approximately 2,646 sworn law enforcement and support personnel who carry out police operations within the City of Austin, as well as the Austin-Bergstrom International Airport, city parks and lakes, and municipal courts. With an annual budget of $402 million, APD serves Austin’s diversified population in the 11th largest city in the United States. According to its website (last accessed on September 13, 2018), “APD is a data driven and intelligence led policing organization focused on the tenets of Community Policing.” 

Jermaine is the son of a retired California Department of Corrections and Rehabilitation (formerly “California Department of Corrections”) Correctional Officer who worked at Soledad State Prison and San Quentin State Prison.
